The system of civil protection in Germany consists of various stakeholders in different fields. Changes within society, environment and also technology require new measures being taken. The definition of protection goals plays hereby an important role.
Since January 2018 the DKKV is collaborating with researchers from Freie Universität Berlin and from Bielefeld University to define protection goals of critical infrastructure systems in Germany. The project is funded by the Federal Office of Civil Protection and Disaster Assistance.
The project aims at reviewing current debates on protection goals, analysing their legal framework as well as integrating stakeholders from science, policy and public. Workshops, surveys and talks with policy makers should help identifying the different needs of the stakeholders.
The negotiation process of protection goals is shown on the basis of the areas "nutrition" and "health".
